LOURIE, Circuit Judge.

Order

Johnnie Blake moves for reconsideration of the court's August 25, 1992 order dismissing his appeal for lack of jurisdiction. In the alternative, Blake moves for a transfer to "the district court which [this court] believes to have appropriate jurisdiction of such an appeal."*fn*

Blake's motion for reconsideration on the merits is denied. However, we will permit Blake to submit a proper motion to transfer, if he desires, to a specific district court. The United States may respond thereto.

Accordingly,

IT IS ORDERED THAT:

(1) Blake's motion for reconsideration on the merits is denied.

(2) Any motion to transfer should be filed within 10 days.
